Plain English

Section 4920 of San Francisco Police Code Article 49 establishes a hierarchy among local laws: where this Article's requirements conflict with any other City law, rule, or regulation that existed as of the effective date of Ordinance No. 249-14, the Article's own requirements take precedence. This means the Article functions as the controlling authority in cases of inconsistency with pre-existing City rules. The provision does not address conflicts with laws enacted after that ordinance's effective date.

For Property Managers

Under § 4920, property owners and managers operating under Article 49 should be aware that the Article's requirements override conflicting City laws or regulations that predate Ordinance No. 249-14. Compliant operators generally review their practices against Article 49's standards first when a potential conflict with another City rule arises. Consulting the official version of the San Francisco Police Code directly is advisable, as published versions may not reflect the most current amendments.

For Tenants

Section 4920 means that if another City rule or regulation appears to contradict a protection or requirement found in Article 49, the Article 49 provision generally controls — which can be relevant when asserting rights under this Article. Tenants who believe a landlord is relying on a conflicting City rule to avoid Article 49 obligations may find it useful to raise § 4920 when engaging with a rent board proceeding or tenant-rights organization. Because the scope of this provision depends on when specific laws were enacted relative to Ordinance No. 249-14, reviewing the official Code or speaking with a tenant-rights resource can help clarify how it applies.
