The rule covers structural elements such as foundations, roofs, walls, and floors, as well as windows, plumbing, drainage, exterior surfaces, paint, and accessory structures like garages and fences. For Property Managers

Property owners and managers operating under New Haven Code of Ordinances tit. V § 302 generally ensure that every structural component—from foundations and roofs to stairs, porches, and plumbing fixtures—is kept in sound condition and good repair at all times. Compliant operators inspect and address issues such as water infiltration, rodent entry points, drainage deficiencies, and flaking or peeling paint before they deteriorate further, and they never apply lead paint to any surface of a dwelling. Before re-renting a vacant unit, operators confirm that the space is clean, sanitary, and fit for human occupancy, and they maintain proper house and apartment numbering as required by the cross-referenced section 9-4 of the New Haven City Code.

If conditions such as leaking pipes, rodent entry points, peeling paint, or deteriorating stairs are present, a tenant may document the issues and report them to the appropriate New Haven housing or code enforcement authority, or raise the violation as a defense in relevant legal proceedings.
