(a) In addition to duties specified elsewhere in this title, every owner of a dwelling containing two (2) or more dwelling units shall be responsible for maintaining in a clean and sanitary condition the shared or common areas of the dwelling and premises thereof; and
(b) Every owner of a dwelling containing two (2) or more dwelling units shall have posted on the premises in a conspicuous location, or shall provide each tenant in writing, the name of a person to call in an emergency or the landlord's and/or managing agent's home telephone number. Said posting or written notice to each tenant shall continually be kept current.
