In addition to duties specified elsewhere in this title, every occupant of a dwelling or dwelling unit shall dispose of all his rubbish in a clean and sanitary manner by placing it in rubbish containers required by subparagraph (d) of paragraph 300 of this title, and shall dispose of all his garbage and any other organic waste which might be food for rodents, in a clean and sanitary manner, by placing it in garbage disposal facilities or garbage storage containers required by said subparagraph.
