The provisions of Public Act No. 554 (1965) are hereby adopted; and the secretary of the code enforcement committee, appointed pursuant to paragraph 203 of this title, is hereby appointed the authority for the enforcement of said act, in accordance with the provisions of section 1 thereof. The mayor is hereby authorized to appoint the development administrator his delegate for the purpose of serving as receiver in accordance with the provisions of said act.
