For Property Managers

Property owners and managers operating in Norwalk are expected to ensure that every dwelling they rent or occupy complies with the structural, plumbing, and maintenance standards set out in Norwalk, Conn., Code of Ordinances ch. 59 § 59-6 before a tenant moves in and on an ongoing basis. Compliant operators routinely inspect foundations, roofs, windows, exterior doors, stairs, and plumbing fixtures for weathertightness, rodentproofing, and good repair, and they address defects promptly. They also take care not to discontinue any required utility or service while a unit is occupied, limiting interruptions only to the duration of active repairs or Director of Public Health–approved emergencies.

For Tenants

Norwalk, Conn., Code of Ordinances ch. 59 § 59-6 establishes the baseline habitability conditions that a landlord must maintain throughout a tenancy, covering everything from weathertight walls and roofs to functioning plumbing and uninterrupted utilities. If a tenant believes their unit falls short of these standards—such as rodent entry points, leaking pipes, peeling paint, or a shut-off utility—they may document the conditions and consider raising the violation with Norwalk's Director of Public Health or another appropriate local authority. Tenants can also consult a tenant-rights organization to understand how this provision may apply to their situation and what general enforcement paths, including using a violation as a defense in a housing proceeding, may be available.
