For Property Managers

Under § 154.036, compliant operators ensure that each dwelling unit they manage contains a functional kitchen space with a working stove or cooking facility, adequate dry and refrigerated food storage, and a kitchen sink properly connected to hot and cold running water and sewer plumbing at adequate pressure. Landlords generally conduct routine inspections to confirm that sinks and plumbing remain in good working condition and are maintained in accordance with city rules. Where two units share a kitchen under the provision's limited exception, operators verify that the shared kitchen still meets all the requirements of § 154.036 and § 154.039 before and throughout any such arrangement.

For Tenants

Section 154.036 gives tenants the right to a kitchen space with functioning cooking facilities, food storage, and a properly connected sink with hot and cold running water at adequate pressure in their dwelling unit. If a sink is broken, water pressure is inadequate, or required kitchen facilities are missing, tenants may have grounds to raise a violation of this provision when dealing with their landlord or relevant city authorities. General enforcement paths available to tenants include filing a complaint with Waterbury's code enforcement office, raising the violation as a defense in relevant legal proceedings, or reaching out to a local tenant-rights organization for guidance on next steps.
