Waterbury, Conn., Code of Ordinances ch. 154 § 154.114 establishes two related rules for rooming houses: first, meal preparation is restricted to designated dwelling units within the rooming house, with an exception for establishments that hold a valid Health Department restaurant license and operate the rooming house and restaurant as a single integrated business. Second, rooming house operators are required to display a permanent sign in a conspicuous location stating that cooking is prohibited in sleeping rooms, with the sign's lettering meeting a minimum size requirement of three-eighths of an inch in height. Both requirements apply at all times the rooming house is in operation.
Plain English — not legal advice.
Operators of rooming houses subject to § 154.114 generally ensure that cooking facilities are limited to designated dwelling units and that no meal preparation occurs in sleeping rooms. A compliant operator also posts a clearly visible sign—with lettering at least three-eighths of an inch tall—reading "No Cooking in Rooms Used For Sleeping Purposes" and keeps it posted continuously. Operators whose properties include a restaurant component should verify that the restaurant holds a current Health Department license and that the two operations are documented as a single integrated business enterprise to qualify for the exception under this section.
