Waterbury, Conn., Code of Ordinances ch. 160 § 160.04
DEFINITIONS (Waterbury Landlord Registration Ordinance)
Operative Text
The definitions found in Conn. Gen. Stat. § 47a-6a(a), as amended from time to time, shall apply to the terms of this chapter. In addition to such statutory definitions, the following definitions shall apply unless the context clearly indicates or requires a different meaning. NONRESIDENT OWNER. Any owner of the property at an address, as defined herein, who does not reside at such address. RESIDENT OWNER. Any owner of the property at an address, as defined herein, who currently resides at such property, which is owned by her or him. TOWN CLERK. The Town Clerk of the City of Waterbury. (Ord. passed 4-23-2012)
Section 160.04 of Waterbury's housing code establishes the definitions that govern the rest of Chapter 160. It incorporates the definitions already set out in Connecticut General Statutes § 47a-6a(a) and adds three local terms: a 'nonresident owner' is a property owner who does not live at the property in question, a 'resident owner' is one who does live there, and 'Town Clerk' refers to the Town Clerk of the City of Waterbury. These definitions control how terms are interpreted throughout the chapter unless context clearly calls for a different meaning.
Plain English — not legal advice.
Under § 160.04, whether a property owner qualifies as a 'resident owner' or 'nonresident owner' depends on whether they actually live at the address they own. Operators who manage properties where they do not reside should be aware that Chapter 160 may apply different requirements to nonresident owners than to those who occupy their own property. Staying current with any amendments to Conn. Gen. Stat. § 47a-6a(a) is also relevant, since that statute's definitions are incorporated by reference into § 160.04 as they are updated.

Section 160.04 sets the foundational vocabulary for Chapter 160, which means the distinction between a 'resident owner' and a 'nonresident owner' may affect what rights and obligations apply to a tenant's specific rental situation. Tenants who want to understand how these definitions interact with other provisions of the chapter can review the full text of Chapter 160 and the referenced Connecticut General Statutes § 47a-6a(a). Local tenant-rights organizations or the City of Waterbury's housing offices can be useful starting points for learning how these definitions are applied in practice.
