Plain English

Aurora's Housing Discrimination § 22-22 establishes two distinct roles for the city's Human Relations Commission based on geography. When alleged discriminatory conduct takes place within Aurora's city limits, the Commission has full authority to act on the complaint. When the conduct occurs outside those limits, the Commission shifts to an advisory and referral role, helping Aurora residents understand where and how to file in the correct jurisdiction.

For Property Managers

Under § 22-22, property owners and managers operating within Aurora's corporate limits are subject to the full enforcement authority of the Human Relations Commission. Compliant operators generally maintain awareness of which jurisdiction governs their properties, particularly if they manage units in multiple municipalities. Understanding the Commission's geographic scope helps operators respond appropriately if a complaint is filed.

For Tenants

Section 22-22 means that Aurora residents who experience housing discrimination within city limits can bring a complaint directly to the Human Relations Commission, which holds full jurisdictional authority there. If the alleged discrimination occurred outside Aurora's boundaries, the Commission can still assist by advising on where and how to file in the appropriate jurisdiction. Tenants may also consult a local tenant-rights organization to explore all available complaint pathways.
