Beardstown — Ch. 5 Art. VIII Rental Housing Inspection § 5-86
Time of registration
Operative Text
(a) The registration statement shall be filed annually with the city clerk. Upon registration, and payment of any applicable fee, the clerk, or the clerk's designee, shall issue a certificate of registration to the landlord which shall certify that the landlord has registered the premises. Registration shall be between the first day of November and the thirtieth day of November for the following year. (b) The landlord shall notify the city clerk within ten (10) days of any change in the registration information by completing an amended registration statement. There shall be no additional fee for filing an amended registration statement. (c) It shall be the duty of any subsequent landlord of the premises to register it as required under this article within ten (10) business days after the transfer of ownership. (d) It is a violation of this article for a person to submit, or cause to be submitted, false information on any registration form or fail to register rental property.
Under Beardstown Ch. 5 Art. VIII § 5-86, landlords of rental property must file an annual registration statement with the city clerk each November for the upcoming year, paying any applicable fee in exchange for a certificate of registration. If any registration details change, an amended statement must be filed within ten days at no extra charge. When ownership of a rental property transfers, the new owner must register within ten business days. Submitting false information on any registration form, or failing to register at all, constitutes a violation of the article.
Plain English — not legal advice.
Operators of rental property in Beardstown generally maintain compliance with § 5-86 by filing their annual registration statement with the city clerk during the November window, keeping the certificate of registration on file, and promptly submitting an amended statement within ten days whenever contact information, ownership details, or other registration data changes. Landlords who acquire rental property through a sale or other transfer of ownership are expected to complete their own registration within ten business days of that transfer rather than relying on the prior owner's filing. Accuracy on all registration forms is essential, as § 5-86 explicitly treats the submission of false information as a violation of the article.

Section 5-86 of Beardstown's Rental Housing Inspection article establishes a public registration system that can help tenants verify whether their landlord has properly registered the rental property with the city clerk. If a landlord has failed to register, filed late, or submitted inaccurate information, that conduct constitutes a violation of the article and may be relevant to any complaint or proceeding before the appropriate city authority. Tenants who have questions about a landlord's registration status may contact the city clerk's office directly or reach out to a local tenant-rights organization for general guidance on available options.
