Chicago Ridge — Ch. 14 Art. III Rental Units and Dwellings § 14-69
Rental/residential association operating license (RRA)
Operative Text
(a) No person, corporate or business entity shall operate a rental dwelling or dwelling unit or rooming unit unless a valid rental/residential association operating license, referred to as an RRA license, has been issued by the village clerk for the specific location, and a special use permit if required. Rental dwellings, dwelling units and rooming units shall include but not be limited to all apartment and condominium buildings, single-family homes, individual bedrooms in single-family dwellings, Air BNB, and any other unit being utilized for rent. This licensing requirement shall not apply to group homes governed by the Community Support Systems Act, 405 ILCS 35/1 et seq., specialized living centers act, dealing with the developmentally disabled, or other similar uses governed by state or federal laws, rules or regulations. (b) No person shall rent a dwelling or dwelling unit unless a current RRA license has been issued by the village clerk for the specific location. Renting without an RRA License will result in a fine of not less than $100.00 nor more than $750.00 for each such offense. Each day of renting without an RRA License shall constitute a separate offense.
Chicago Ridge § 14-69 establishes that every rental dwelling, dwelling unit, or rooming unit in the village — including apartments, condominiums, single-family homes, individual bedrooms, and short-term rentals such as Airbnb — must hold a valid Rental/Residential Association (RRA) operating license issued by the village clerk before it may be rented. A special use permit may also be required in certain cases. Exemptions exist for group homes and similar facilities governed by specific state or federal laws. Renting without a valid RRA license is a violation, with fines ranging from $100 to $750 per offense, and each day of unlicensed renting counts as a separate offense.
Plain English — not legal advice.
Under Chicago Ridge § 14-69, compliant rental property operators obtain a valid RRA license from the village clerk for each specific rental location before placing any unit into service, and they renew that license as required to keep it current. Because each day of operating without a valid license constitutes a separate offense carrying fines between $100 and $750, operators generally maintain records confirming licensure is active at all times. Properties that may require a special use permit — in addition to the RRA license — are identified and addressed before renting begins, and operators verify whether any state or federal exemptions apply to their specific property type.

Chicago Ridge § 14-69 requires that any landlord renting a dwelling, dwelling unit, or rooming unit hold a valid RRA license issued by the village clerk for that specific address. Tenants can inquire with the village clerk's office to confirm whether a current RRA license has been issued for their rental property. If a landlord is found to be operating without a valid license, that violation may be relevant in housing-related proceedings, and tenants can consult a local tenant-rights organization or legal aid provider to understand how § 14-69 may apply to their situation.
