Chicago, Ill., Mun. Code ch. 7-28 § 7-28-440
(a) No person shall dump, deposit, or dispose, or cause, suffer, allow, or procure to be dumped, deposited, or disposed on any lot or parcel of real estate within the city any ashes, refuse, or waste, except at a sanitary landfill site, liquid waste handling facility or transfer station for which a permit has been properly issued pursuant to the provisions of Chapter 11-4 of this Code. For purposes of this section "ashes", "dispose", "refuse" and "waste" shall have the meaning ascribed to those terms in Section 11-4-120 . Such dumping without a permit is hereby declared to be a nuisance. (b) Penalties imposed for violations of this section shall be as provided in Section 11-4-1600 . (Prior code § 99-36; Amend Coun.
