East Hazel Crest — Ch. 6 Art. VIII Registration of Multiple Dwellings § 6-144
Time for registration
Operative Text
The owner of a building shall register that building with the village clerk no later than May 1 of each year and shall pay an annual registration fee of twenty-five dollars ($25.00) for each building so registered at the time the owner files the annual registration statement. The registration fee shall not be prorated. The owner(s) shall certify to the village that the information provided on the registration statement is true and correct. All owners whose buildings are licensed under the provisions of chapter 10 of this Code, and all eleemosynary, religious, educational, benevolent or charitable associations and all governmental agencies shall file the registration statement required under this article but shall be exempt from the payment of the fee for the same. Upon registration, the payment of the fee if applicable, the village clerk shall issue a certificate of registration to the owner which shall certify that the owner has registered the building in compliance with section 6-143 of this article. Upon demonstration by an owner that the building is not required to register under the provisions of this article, the village clerk shall issue a waiver of registration.
Under East Hazel Crest Ch. 6 Art. VIII § 6-144, owners of multiple dwellings must register their buildings with the village clerk by May 1 each year and pay a $25 annual fee per building at the time of filing. The registration fee is not prorated regardless of when a building is acquired or sold during the year. Certain categories of owners—including those with buildings licensed under Chapter 10, as well as charitable, religious, educational, and governmental entities—must still file the registration statement but are exempt from paying the fee. Upon completing registration, the village clerk issues a certificate of registration confirming compliance with § 6-143.
Plain English — not legal advice.
Compliant operators under § 6-144 submit their annual registration statement to the East Hazel Crest village clerk on or before May 1 each year and remit the $25-per-building fee at the time of filing, since the fee is never prorated. The registration statement must include a certification that all information provided is true and correct. Owners whose buildings fall under Chapter 10 licensing or who represent qualifying exempt organizations still file the statement but do not pay the fee; owners who believe their building is not subject to registration at all may seek a formal waiver of registration from the village clerk.

Section 6-144 of East Hazel Crest Ch. 6 Art. VIII establishes a public registration system for multiple dwellings, meaning tenants can inquire with the village clerk about whether their building holds a current certificate of registration. A building's registration status may be relevant in housing-related proceedings, and tenants who have questions about compliance can contact the village clerk's office or reach out to a local tenant-rights organization for general guidance. Tenants who believe their building is out of compliance with § 6-144 may wish to explore what remedies or defenses the village's housing code makes available.
