East Hazel Crest — Ch. 6 Art. VIII Registration of Multiple Dwellings § 6-146
Registration records
Operative Text
The building commissioner shall maintain the building registration records. These records shall consist of the registration information obtained under sections 6-143 through 6-145 of this article. This information is solely and exclusively gathered and maintained by the village for administrative enforcement proceedings and law enforcement purposes. This information, with the exception of information provided in response to section 6-143 of this article, shall be held as confidential information not open to the public and shall be exempt from public disclosure under the Illinois Freedom of Information Act pursuant to Illinois Revised Statutes, Chapter 116, Sections 207(b) and 207(c), and shall only be provided to authorized village officials and employees and their agents. Notwithstanding anything to the contrary herein, the village clerk may, upon written request, disclose whether a building is registered under the provision of section 6-143 and, if not registered, whether a waiver of registration has been issued for the building.
Under East Hazel Crest Ch. 6 Art. VIII § 6-146, the building commissioner is responsible for maintaining all registration records collected from multiple-dwelling owners under sections 6-143 through 6-145. Most of that information is treated as confidential and is exempt from public disclosure under the Illinois Freedom of Information Act, meaning it is accessible only to authorized village officials, employees, and their agents. The one exception is basic registration status: the village clerk may, upon a written request, confirm whether a specific building is registered under § 6-143 or whether a waiver of registration has been granted.
Plain English — not legal advice.
Property owners and managers subject to East Hazel Crest Ch. 6 Art. VIII § 6-146 can take note that the detailed registration information they submit under sections 6-143 through 6-145 is held confidentially by the village and used only for administrative enforcement and law enforcement purposes. Compliant operators generally keep their own copies of submitted registration materials and any waiver documentation, since those records are not publicly accessible and may be needed for internal reference. If a third party inquires about a building's registration status, the village clerk handles that process through a written request procedure rather than through the property owner directly.

East Hazel Crest Ch. 6 Art. VIII § 6-146 establishes that most building registration details are confidential and not available to the general public under the Illinois Freedom of Information Act. However, tenants or prospective tenants who want to know whether a particular building is registered — or whether a registration waiver has been issued — may submit a written request to the village clerk, who is authorized to disclose that specific status information under § 6-143. Tenant-rights organizations familiar with local housing codes can help residents understand what that registration status may mean in the context of habitability or code-enforcement concerns.
