Edwardsville Ch. 22 Art. VIII § 22-271 establishes a framework under which rental property owners must actively cooperate with city police and fire departments to address public safety and crime concerns at their properties. Owners of multi-family buildings with 20 or more units are additionally required to attend city-sponsored crime prevention training programs, scheduled at the discretion of the Edwardsville Police Department. In support of these efforts, the city's police, fire, and public works departments are directed to produce and distribute educational materials on safety and security topics, available through those departments and the city clerk's office.

For Property Managers

Under § 22-271 of Edwardsville's Residential Rental Properties Registration ordinance, compliant property owners generally maintain an open line of communication with city police and fire officials, participating in meetings or property inspections when requested to develop site-specific security plans. Owners or local agents of multi-family buildings with 20 or more units should be aware of the mandatory attendance requirement for city-sponsored crime prevention training, offered on a schedule set by the Edwardsville Police Department. Proactively obtaining the educational materials compiled by the police, fire, and public works departments—and available at the city clerk's office—can help operators stay current with the city's safety expectations under this provision.

For Tenants

Section 22-271 of Edwardsville's Ch. 22 Art. VIII means that tenants in rental properties have a right to live in a building whose owner is obligated to cooperate with city safety officials and, in larger buildings of 20 or more units, whose owner or agent must complete city-sponsored crime prevention training. Tenants can access safety and security educational materials—including crime prevention information and emergency contacts—directly from the Edwardsville Police Department, Fire Department, Public Works Department, or the city clerk's office as provided under this provision. Those who believe an owner is failing to meet these cooperation or training obligations may consider contacting the relevant city departments or a local tenant-rights organization to understand available options.
