Elgin — Ch. 16.44 Roominghouses § 16.44.100
Annual inspections
Operative Text
At least once a year after a license has been issued as herein provided, or more often if deemed necessary, and before the renewal of any such license to conduct, keep, or operate any roominghouse, it shall be the duty of the community development director, the fire inspector, and the neighborhood services director or any one (1) of them to authorize the inspection of said premises and determine that all ordinances of the city are complied with.
Under Elgin Ch. 16.44 Roominghouses § 16.44.100, licensed roominghouses are subject to mandatory inspections at least once per year, and again before any license renewal. The community development director, fire inspector, and neighborhood services director each hold authority to order these inspections, and any one of them may act independently. The purpose of the inspection is to verify that the property complies with all applicable city ordinances.

Operators of licensed roominghouses in Elgin should be aware that § 16.44.100 requires at least one annual inspection and a pre-renewal inspection before a license can be continued. Compliant operators typically maintain their premises in conformance with all city ordinances year-round, not just at inspection time, since any of three city officials—the community development director, fire inspector, or neighborhood services director—may authorize an inspection at any point if deemed necessary. Keeping records of past inspections and promptly addressing any noted deficiencies are practices commonly associated with smooth license renewals.
