Elgin — Ch. 16.44 Roominghouses § 16.44.110
Registry of tenants
Operative Text
The landlord, proprietor, keeper, manager or clerk of every such "roominghouse," as that term is defined herein, shall keep a register in which shall be entered the name of every person who becomes a lodger, boarder, or paying guest therein. Such register shall also show the number and location of the room or bed occupied by such person, the date of such persons arrival, and the period for which the guest engaged board or lodging. The register shall also be accessible, without charge, to any police officer or duly authorized agent of the neighborhood services department, fire department, or community development department.
Section 16.44.110 of Elgin's rooming house regulations requires that every rooming house maintain a written register recording each lodger's name, room or bed number and location, arrival date, and the length of their stay. This register must be made available at no cost to police officers and authorized agents of the neighborhood services, fire, and community development departments. The rule creates a baseline transparency and accountability mechanism for rooming house occupancy.
Plain English — not legal advice.
Under § 16.44.110, compliant rooming house operators maintain an up-to-date register that captures each guest's name, assigned room or bed, arrival date, and the duration of their engagement. Operators make this register available without charge whenever a police officer or authorized representative of the neighborhood services, fire, or community development department requests access. Keeping the register current and readily accessible is a standard part of day-to-day rooming house administration under this chapter.

Section 16.44.110 establishes that the rooming house where you live is required to maintain a register documenting your occupancy, including your name, room assignment, arrival date, and length of stay. This record-keeping requirement means there is an official log of your presence as a paying guest, which can be relevant if questions arise about your occupancy status. Tenants who believe a rooming house is not complying with Ch. 16.44 requirements may consider contacting Elgin's neighborhood services or community development department to raise concerns.
