Operative Text

(b) Personal service of process as authorized by the Illinois Code of Civil Procedure, 735 ILCS 5/2-203, as amended. (d) Email transmission of the notice to the short-term rental owner's last known email address when the respondent is the short-term rental owner. (e) Posting the notice upon the property where the violation is found when the respondent is the short-term rental owner.
Glenwood Ch. 26 Art. XI § 26-820 establishes the official methods by which the village may deliver a notice of violation under Chapter 26. Acceptable delivery methods include in-person hand-off by an authorized village official or officer, certified mail to the respondent's last known address, email to a short-term rental owner's last known email address, or posting the notice directly on the property when the respondent is a short-term rental owner. The rule also incorporates service methods recognized under the Illinois Code of Civil Procedure, 735 ILCS 5/2-203.
Plain English — not legal advice.
Under Glenwood Ch. 26 Art. XI § 26-820, landlords and short-term rental owners should be aware that the village has multiple valid channels for delivering a notice of violation, including certified mail, email, and physical posting on the property. Operators who keep their registered agent information, principal business address, and email address current reduce the risk of missing a notice that was properly served. Staying informed about any notices delivered through these channels is a standard part of compliant property management in Glenwood.

Glenwood Ch. 26 Art. XI § 26-820 governs how violation notices are formally served on respondents, which can include landlords or short-term rental owners. Tenants who believe a landlord has received—or should have received—a notice of violation may find it useful to understand that the village considers service complete through any of the listed methods, including certified mail or posting on the property. Tenant-rights organizations familiar with Glenwood's Chapter 26 procedures can help residents understand how notice requirements interact with their broader rights under the chapter.
