For Property Managers

Under Hanover Park Ch. 82 § 82-4, the rental housing code signals that the village takes an active role in inspecting and licensing rental properties to ensure they meet established maintenance standards. Operators who stay current with licensing requirements, address maintenance issues proactively, and comply with minimum space-per-occupant standards are generally aligned with the chapter's intent. Understanding this foundational purpose section helps property owners anticipate the scope of obligations that flow from the rest of Ch. 82.

For Tenants

Hanover Park Ch. 82 § 82-4 makes clear that the rental housing code exists specifically to protect the health, safety, and welfare of people living in rental units — including addressing conditions that affect physical, mental, and social well-being. Tenants who believe their unit falls short of the village's property maintenance standards may have grounds to raise concerns with the village's code enforcement or licensing authority, which is empowered by this chapter. Tenant-rights organizations familiar with Hanover Park's local ordinances can help residents understand how this purpose provision connects to more specific protections elsewhere in Ch. 82.
