Plain English

Under Highland's Ch. 33 Art. VI § 33-198, a residential rental structure generally needs to be registered with the city only one time. However, that single registration does not last indefinitely if certain changes occur: a full or partial transfer of ownership, or a change in the number of rental units, each triggers a fresh registration requirement. When either of those events happens, the property's owners have 45 days from the date of the change to submit a new registration application to the city's building and zoning department.

For Property Managers

Under § 33-198, compliant operators maintain awareness of two key triggering events — any shift in ownership (even a partial one) and any change in the unit count — that require a new registration filing. Operators who experience either change generally submit a new application to Highland's building and zoning department within the 45-day window that begins on the date of the change. Keeping records of ownership transfers and unit-count modifications helps ensure the re-registration deadline is not missed.

For Tenants

Section 33-198 establishes that a landlord's registration obligation is not necessarily satisfied forever by a single filing — ownership changes and unit-count changes both require the landlord to re-register within 45 days. Tenants who believe a change in ownership or unit count has occurred without a corresponding new registration may raise that concern with Highland's building and zoning department. Tenant-rights organizations familiar with Highland's landlord registration rules can help residents understand what options may be available when a landlord appears to be out of compliance with § 33-198.
