Hillside — Ch. 18 Art. XIII Condominium Conversion § 18-588
Trash collection areas
Operative Text
(a) Trash collection areas shall be provided; such collection areas shall be situated to eliminate, insofar as possible, noise and visual intrusion on adjacent property as well as to eliminate fire hazards to adjacent structures. (b) Trash collection areas that are located outside the facility shall be screened from view by construction of a masonry enclosure that reflects the characteristics of the surrounding properties.
Section 18-588 of Hillside's Condominium Conversion regulations requires that any converted condominium development include designated trash collection areas. These areas must be positioned to minimize noise, visual impact on neighboring properties, and fire risk to nearby structures. When trash collection areas are located outside the building, they must be enclosed with a masonry screen that visually matches the character of the surrounding properties.
Plain English — not legal advice.
Under § 18-588, operators of condominium conversions in Hillside are generally expected to designate trash collection areas that are thoughtfully sited away from property lines where noise and visual intrusion could affect neighbors. Outdoor trash areas require a masonry enclosure whose design reflects the architectural and aesthetic character of the surrounding neighborhood. Compliant operators typically document the placement rationale and ensure enclosure materials are consistent with nearby structures before seeking approval.

Section 18-588 gives residents of converted condominiums in Hillside a basis to expect that trash collection areas are properly sited and screened to reduce noise, visual blight, and fire hazards. If an outdoor trash area lacks the required masonry enclosure or appears to create nuisance conditions for neighboring properties, residents may raise this as a concern with local code enforcement or the municipal planning department. Tenant-rights organizations familiar with Hillside's condominium conversion rules can help residents understand what remedies or complaint processes may be available.
