Hoffman Estates — Ch. 8 Art. 13 Residential Rental Property License § 8-13-4
Application for renewal
Operative Text
An Owner may renew his Residential Rental Property license at the expiration thereof, if that Owner intends to continue to rent the Property, provided that the Owner is then qualified to receive the license, has paid all other applicable business license fees and any other fees or monies owed to the Village, and provided further that the Residential Rental Property for which such renewal of the license is sought is suitable for that purpose. The renewal privileges herein provided for shall not be construed as a vested right.
Section 8-13-4 of Hoffman Estates Ch. 8 Art. 13 establishes the conditions under which a Residential Rental Property license may be renewed. An owner who wishes to continue renting must meet ongoing qualification requirements, have no outstanding fees or other monies owed to the Village, and ensure the property remains suitable for residential rental use. The provision also clarifies that the ability to renew does not constitute a guaranteed or vested right, meaning renewal can be denied if conditions are not met.
Plain English — not legal advice.
Under § 8-13-4, operators of residential rental properties in Hoffman Estates who intend to keep renting must proactively confirm they still meet all licensing qualifications before their current license expires. Compliant operators generally ensure that all Village business license fees and any other outstanding amounts owed to the Village are fully paid prior to submitting a renewal application. Because the provision explicitly states that renewal is not a vested right, maintaining the property in a condition suitable for residential rental use is an ongoing obligation that supports a successful renewal.

Section 8-13-4 governs how landlords in Hoffman Estates are permitted to renew their Residential Rental Property licenses, which means a landlord operating without a valid, properly renewed license may not be in compliance with local law. Tenants who have concerns about whether their landlord holds a current license under Ch. 8 Art. 13 may contact the Village of Hoffman Estates directly to inquire about a property's licensing status. Tenant-rights organizations familiar with Hoffman Estates municipal code can help residents understand what options may be available when a landlord appears to be operating without a properly renewed license.
