Plain English

Monmouth Ch. 124 § 124.04 establishes that every rental unit in the city must satisfy a set of minimum living standards drawn from multiple code frameworks, including International Building and Fire Codes, the National Fire Prevention Code, Illinois Life Safety Code, and local and state electrical, plumbing, and detector requirements. The applicable codes and the standard inspection form used to evaluate compliance are kept on file with the City Clerk and may be updated over time. Occupancy of each unit must also stay within defined load limits, and any failure to meet either the physical standards or the occupancy limits constitutes a violation subject to penalties outlined in § 124.12.

For Property Managers

Under Monmouth Ch. 124 § 124.04, compliant rental property operators generally maintain their units in conformance with the full suite of referenced codes — International Building and Fire Codes, the Illinois Life Safety Code, and applicable electrical, plumbing, smoke detector, and carbon monoxide detector standards — as those codes exist at any given time. Operators typically review the current inspection form on file with the City Clerk before scheduled inspections and address any deficiencies proactively. Keeping occupancy within the limits defined by the City Code is also a baseline obligation, as exceeding those limits independently triggers violation status and the penalties described in § 124.12.

For Tenants

Monmouth Ch. 124 § 124.04 gives tenants a basis to expect that their rental unit meets a broad range of health and safety standards, from fire and building codes to electrical, plumbing, and detector requirements, as well as lawful occupancy limits. Tenants who believe their unit falls short of these standards may document conditions, review the inspection form available at the City Clerk's office, and consider contacting the City of Monmouth to request an inspection. Violations of § 124.04 carry penalties under § 124.12, and tenant-rights organizations can help renters understand what options may be available when minimum standards are not met.
