Plain English

Monmouth Ch. 124 § 124.12 establishes a tiered penalty structure for violations of the city's rental registration and inspection requirements. General violations carry daily fines ranging from $75 to $750 for each day a violation persists, while intentionally submitting false registration information is treated as a separate offense subject to the same fine range. Landlords who fail to appear at a scheduled inspection after agreeing to do so face fines between $150 and $750, and repeated re-inspections caused by an owner's failure to correct code deficiencies trigger additional per-inspection fines of $75 to $750. Beyond monetary penalties, the City may seek a court order compelling compliance, and the Illinois Criminal Housing Management statute (720 ILCS 5/12-5.1) is also available as an enforcement tool.

For Property Managers

Under Monmouth Ch. 124 § 124.12, compliant operators generally ensure that all registration statements and amendments contain accurate information, since intentional submission of false data is independently penalized. Operators who schedule inspections follow through on those commitments, as a failure to appear after agreeing to meet an inspector can result in fines starting at $150 per incident. Addressing code deficiencies promptly after an initial inspection is also important, because third and subsequent re-inspections triggered by ongoing non-compliance each carry their own fines on top of any daily penalties already accruing.

For Tenants

Monmouth Ch. 124 § 124.12 gives the City meaningful financial tools to push landlords toward compliance with rental registration and inspection rules, which can indirectly benefit tenants living in properties with unresolved code issues. Tenants who believe their landlord is operating in violation of the chapter — for example, by submitting false registration information or repeatedly failing inspections — may consider contacting the City of Monmouth's code enforcement or housing office to report the concern. Tenant-rights organizations familiar with Illinois housing law can also help residents understand how the Illinois Criminal Housing Management statute (720 ILCS 5/12-5.1), referenced in § 124.12(C), may relate to conditions in their rental unit.
