Under Normal — Div. 11.8 § 11.8-2, compliant mobile home park operators obtain and maintain a valid annual license from the Town of Normal, submitting applications to the Building Commissioner along with required fees and documentation. Operators keep the park in conformance with all applicable code provisions so that pre-issuance and renewal inspections do not disclose violations, and they promptly notify the Town in writing within 24 hours of any change in ownership or park management. When a violation notice is issued, operators arrange timely correction and schedule any required reinspection, and they post all Town rules and regulations in a conspicuous, protected location within the park.

Normal — Div. 11.8 § 11.8-2 protects mobile home park residents by requiring that park operators hold a current, valid license and maintain the park in compliance with applicable Town codes. Importantly, the provision expressly states that nothing in it authorizes entry into an occupied mobile home without the occupant's consent or other lawful authority. Residents who believe their park is being operated without a license, or that code violations exist, may contact the Town of Normal's Building Commissioner's office to inquire about the park's license status or report concerns, and tenant-rights organizations can help residents understand available options.
