Plain English

Normal's Tenant Notification Ordinance, established under Division 25.19 § 25.19-1, sets out the foundational framework governing landlord access to residential rental units within the Town. It defines key terms — including what constitutes an 'emergency,' 'reasonable notice,' and who qualifies as a landlord or tenant — and establishes that the ordinance applies to all rental agreements entered into, extended, or renewed after its effective date. Certain living arrangements, such as transient hotel stays, institutional residences, and government-owned properties, fall outside the ordinance's scope unless structured specifically to avoid its requirements.

For Property Managers

Property owners and managers operating residential rentals in Normal should be aware that Division 25.19 § 25.19-1 establishes the definitional and applicability groundwork for the entire Tenant Notification Ordinance. Compliant operators generally familiarize themselves with the defined terms — particularly the distinction between an 'emergency' and routine access needs, noting that nonpayment of rent does not qualify as an emergency — and confirm whether their rental units fall within the ordinance's scope. Operators whose properties are covered by the ordinance ensure that all new, extended, or renewed rental agreements are administered in accordance with its requirements.

For Tenants

Tenants who believe their rights under this ordinance have not been observed may wish to review the full division, consult a local tenant-rights organization, or contact the Town of Normal for guidance on available remedies.
