Norridge — Ch. 22 Art. XII Rental Property Licensing Code § 22-611
Owner or agent to provide access
Operative Text
A. The owner/agent shall, provide the village with access to inspection areas and may be present during any such safety inspection. B. If the owner/agent fails to provide access to all areas subject to inspection herein on a date and time agreed to between the village and owner or agent, the village may impose an additional fee as prescribed under Village Code, chapter 38 , section 38-22-610. C. If the owner/agent refuses access to conduct a safety inspection, the village may apply to a court of competent jurisdiction for an administrative search warrant to search the premises as provided by this Village Code and the laws of the State of Illinois.
Under Norridge Ch. 22 Art. XII § 22-611, rental property owners or their agents are required to give village inspectors access to all areas of a property subject to safety inspection. If access is not provided at an agreed-upon time, the village may impose an additional fee referenced in Village Code § 38-22-610. Should an owner or agent outright refuse access, the village is authorized to seek an administrative search warrant through a court of competent jurisdiction under Illinois law.
Plain English — not legal advice.
Under § 22-611, compliant operators coordinate with the village to schedule safety inspections and ensure that all inspection areas are accessible at the agreed date and time. Failing to provide that access can trigger additional fees set out in Village Code § 38-22-610, and an outright refusal can lead to the village pursuing a court-issued administrative search warrant. Property managers generally keep records of inspection scheduling communications and confirm that all areas—including common spaces and individual units—are reachable on inspection day.

Section 22-611 establishes that the village has the authority to conduct safety inspections of rental properties, which can serve as a mechanism for identifying conditions that affect tenant health and safety. If an owner or agent refuses to allow inspections, the village may seek a court-ordered administrative search warrant to gain entry. Tenants who believe a landlord is obstructing required safety inspections may contact the Village of Norridge directly or reach out to a local tenant-rights organization to understand what options are generally available.
