Norridge — Ch. 22 Art. XII Rental Property Licensing Code § 22-615
Suspension or revocation authorized
Operative Text
A license or temporary license issued by the village may be summarily suspended upon the issuance of a written order, for a period not to exceed 30 days by the building official when the licensee fails to cooperate with the village in an inspection of the licensed premises and/or the owner's compliance with the laws, rules and regulations applicable to the licensing provisions set forth in this article. Any license or temporary license issued by the village may be suspended or revoked by the president and board of trustees upon the violation, by the licensee or his agents or employees, of any provision of this Village Code or of the state law applicable to the business covered by such license or temporary license. At the end of the time period allowed for correction of any violation cited, the building official shall reinspect the residential rental dwelling unit, and if the building official (building commissioner) determines that such conditions have not been corrected, the building official (building commissioner) may issue an order suspending the license or temporary license to take effect five days following service of the notice of suspension upon the owner unless, in the interim, the owner requests, in writing, a hearing. During this period the licensee shall have an opportunity to be heard unless the building official has reason to believe that any continued operation of a particular licensed premises will immediately threaten the welfare of the occupants or the health safety and welfare of the village.
Under Norridge Ch. 22 Art. XII § 22-615, the village has authority to suspend or revoke a rental property license through two distinct pathways. The building official may issue a summary suspension for up to 30 days when a licensee fails to cooperate with an inspection, while the village president and board of trustees may suspend or revoke a license for any violation of the Village Code or applicable state law. A license suspension following a failed reinspection takes effect five days after the owner is served notice, unless the owner requests a written hearing within that window, and an emergency suspension without a prior hearing is permitted when continued operation poses an immediate threat to occupant or public welfare.
Plain English — not legal advice.
Property owners and managers operating under Norridge Ch. 22 Art. XII § 22-615 generally maintain their licenses by cooperating fully with village inspections and correcting cited violations within the timeframes specified. A compliant operator keeps records of inspection responses and correction timelines, since the building official will reinspect at the end of any correction period and may initiate suspension proceedings if deficiencies remain. When a suspension notice is served, operators who wish to contest it typically submit a written hearing request within the five-day window provided by § 22-615 to preserve their opportunity to be heard before the suspension takes effect.

Norridge Ch. 22 Art. XII § 22-615 establishes that a rental property's license can be suspended or revoked when a landlord fails to cooperate with inspections or violates applicable codes and laws, which can be relevant context for tenants living in properties with unresolved code issues. Tenants may find it useful to document conditions in their units and understand that the village's reinspection process under § 22-615 can trigger formal suspension proceedings against a non-compliant landlord. Tenants with concerns about their rental property's licensing status or habitability conditions can contact the Norridge building department directly or reach out to a local tenant-rights organization to learn about available options.
