Norridge — Ch. 22 Art. XII Rental Property Licensing Code § 22-621
A. The remedies provided in this article are not exclusive. They are in addition to, and do not supersede or preempt, other remedies such as condemnation, written violation orders and warnings, criminal charges for violation of substantive provisions of any village or state code relating to property maintenance, fire safety, building codes, zoning, health, and the like. Further, the remedies provided herein do not supersede or affect the legal rights and remedies of tenants provided under state law or Village Code.
B. In addition to fines provided in this article, the village may seek any other lawful and appropriate remedy to enforce compliance with the provisions of this article, including, but not limited to, an action in a court of competent jurisdiction for mandatory injunction, injunction, temporary restraining order, preliminary injunction, equitable relief, demolition or other lawful relief including, but not limited to, fines and costs of enforcement. The remedies available to the village shall be cumulative and not exclusive of another.

Plain English

Section 22-621 of Norridge's Rental Property Licensing Code establishes that the enforcement tools created within Article XII exist alongside — not instead of — other available legal mechanisms. This means that fines, condemnation, criminal charges, violation orders, and court-ordered injunctions can all be pursued simultaneously or in combination. The provision also explicitly preserves any tenant rights that exist under Illinois state law or the Village Code, ensuring those rights are not diminished by anything in Article XII.

For Property Managers

Under § 22-621, a property owner facing a licensing code violation in Norridge should understand that resolving one type of enforcement action does not necessarily close the door on others. The Village retains the authority to pursue fines, seek injunctions or other court relief, and refer matters for criminal prosecution — all at the same time. Operators who maintain properties in continuous compliance with village and state codes, including building, fire safety, health, and zoning requirements, are generally best positioned to avoid the compounding effect of these cumulative remedies.

For Tenants

Section 22-621 makes clear that the remedies in Article XII do not override or reduce the legal rights tenants already hold under Illinois state law or the Norridge Village Code. This means that enforcement actions taken against a landlord by the Village do not replace or limit a tenant's own independent legal remedies. Tenants who believe their rights have been violated may wish to consult a local tenant-rights organization or legal aid provider to understand what avenues — such as raising violations as a defense in court or pursuing separate claims — may be available under state law alongside any village enforcement.
