North Chicago — Title 5 Ch. 14 Landlord Licensing § 5-14-11
OWNER RESPONSIBILITY:
Operative Text
A. The owner of a residential rental property shall maintain information for each residential rental property to include the full legal name of the tenant and each member of the tenant's household over eighteen (18) years of age as well as the total number of individuals residing in the residential rental property. 1. Such information will be provided to City officials when requested and within the time specified by the requesting official. B. The owner or property agent of a residential rental property shall provide each tenant with the name and telephone number of a responsible person who, in emergency situations, will be available on a 24-hour basis and who has the authority to make repairs as needed. C. The owner or property agent of a short-term rental shall maintain a logbook of short-term rental guests staying on the premises for a period of up to two (2) years after their stay and shall be made available to the City upon request of a City representative.
Under North Chicago Title 5 Ch. 14 § 5-14-11, residential rental property owners are required to keep records of tenant household members (those over 18) and total occupant counts, and to make that information available to city officials on request. Owners and property agents must also give each tenant contact information for a responsible person reachable around the clock who can authorize and carry out emergency repairs. For short-term rentals, a guest logbook must be maintained for up to two years after each stay and produced when a city representative asks for it.

Operators subject to North Chicago Title 5 Ch. 14 § 5-14-11 generally keep an up-to-date roster for each rental unit that captures the full legal names of all household members over 18 and the total number of residents. Compliant property managers also ensure that every tenant has been given the name and phone number of a designated emergency contact who holds repair authority and is reachable 24 hours a day. Those managing short-term rentals maintain a guest logbook and retain it for at least two years per stay, keeping it organized so it can be produced promptly if a city representative requests it.

Under North Chicago Title 5 Ch. 14 § 5-14-11, tenants are entitled to receive the name and direct phone number of a responsible person who can authorize emergency repairs and is available at any hour. If a landlord or property agent has not provided this contact information, that may constitute a failure to comply with the owner responsibility requirements of this section. Tenants who believe their landlord is not meeting these obligations can document the gap in writing, contact the North Chicago city offices that oversee landlord licensing, or reach out to a local tenant-rights organization to understand available options.
