Plain English

Section 8.07.010 of North Riverside's Single-Family Dwelling Rental Registration chapter establishes the foundational vocabulary used throughout Chapter 8.07. It draws distinctions between key roles — such as owner, tenant, occupant, and guest — and clarifies that terms like 'renter' and 'lessee' are interchangeable with 'tenant.' Notably, the definition of 'tenant' explicitly excludes family members as defined in the same section, meaning that immediate relatives residing in a unit are treated differently from unrelated occupants under this chapter.

For Property Managers

Under § 8.07.010, property owners and managers operating in North Riverside should be aware that the chapter's definitions shape how compliance obligations apply to different residents. Because 'tenant' excludes family members as defined in this section, the regulatory requirements tied to tenants may not apply in the same way when immediate relatives occupy the unit. Operators generally maintain clear records distinguishing the nature of each occupancy arrangement — whether by lease, family relationship, or guest status — to ensure accurate classification under the chapter.

For Tenants

Section 8.07.010 sets out the definitions that govern how residents are classified throughout North Riverside's Chapter 8.07 rental registration rules. Whether a person is categorized as a tenant, guest, or occupant can affect which protections and obligations apply to their living arrangement. Residents who are uncertain about how their occupancy is classified — particularly in mixed-family or informal arrangements — may benefit from reviewing the full chapter or reaching out to a local tenant-rights organization for general guidance.
