North Riverside — Ch. 8.07 Single-Family Dwelling Rental Registration § 8.07.030
All single-family dwelling, apartment building, multiple-unit, multiple dwelling, dwelling or dwelling units which are rented or leased or are intended to be rented or leased shall be inspected annually by a Village inspector. Fees for such inspections or re-inspections shall be paid by the owner prior to the performance of said inspection or reinspection. The fees shall be levied as set forth in this chapter.
The building official shall cause the health inspector, enforcement officer or such other appropriate authority as he or she may designate to make annual inspections to which an applicant for a registration shall consent, to determine the health and safety conditions of the single-family dwelling, apartment building, multiple-unit, multiple dwelling, dwelling or dwelling units within the village. For the purpose of making such inspections the health inspector, enforcement officer or the appointed public official shall request permission from the owner to enter, examine and survey at any reasonable time all single-family dwelling, apartment building, multiple-unit, multiple dwelling, dwelling or dwelling units.
If the tenant or person in charge of a single-family dwelling, apartment building, multiple-unit, multiple dwelling, dwelling or dwelling units shall refuse such permission to the health inspector, enforcement officer and/or designated official, the village administrator is hereby authorized to seek a warrant from a court of competent jurisdiction to enter the premises and conduct said inspection. Permission by tenant or person in charge to enter the premises is interpreted as free access to the leased portion of the premises or central facilities serving the premises for the purpose of such inspection, examination and survey.

Plain English

North Riverside's Ch. 8.07 § 8.07.030 requires that all rental dwellings in the village — whether single-family homes, apartments, or multi-unit buildings — be inspected annually by a Village inspector to assess health and safety conditions. Inspection and re-inspection fees are the owner's responsibility and must be paid before the inspection takes place. If access is refused, the village administrator is authorized to seek a court-issued warrant to enter and conduct the inspection.

For Property Managers

Under § 8.07.030, compliant rental property owners in North Riverside register their properties, pay the required inspection fees in advance, and consent to annual inspections by the Village's health inspector, enforcement officer, or other designated official. Operators generally ensure that inspectors are granted reasonable access to all leased areas and shared facilities at a mutually agreeable time. Staying current on fee payments and maintaining open communication with the building official helps avoid escalation to warrant-based entry.

For Tenants

Section 8.07.030 makes clear that annual inspections are a village-mandated process, and a tenant's refusal to grant access can result in the village seeking a court warrant to enter the premises. Tenants should be aware that granting permission under this provision means allowing access to the leased portion of the unit as well as any central shared facilities. Tenants who have questions about their rights during an inspection or about the condition of their unit may wish to consult a local tenant-rights organization or legal aid provider familiar with North Riverside's rental regulations.
