North Riverside Ch. 8.07 § 8.07.040 establishes two baseline requirements for rental dwellings in the village. First, every unit must be clean, safe, sanitary, and fit for human occupancy before it can be rented or occupied, and it must comply with all applicable local codes and ordinances. Second, the provision sets firm occupancy caps tied to bedroom count: studios may house no more than one person, one-bedroom units no more than two, two-bedroom units no more than four, three-bedroom units no more than six, and four-bedroom units no more than eight.
Plain English — not legal advice.
Under North Riverside Ch. 8.07 § 8.07.040, compliant rental operators generally ensure each unit meets cleanliness, safety, and sanitation standards before a tenancy begins and maintain those conditions throughout the rental period. Operators also track the number of occupants against the bedroom-based maximums set out in the provision and address any situation where occupancy would exceed those caps. Keeping records of unit condition inspections and lease terms that reference the occupancy limits are practices commonly associated with compliance.

North Riverside Ch. 8.07 § 8.07.040 gives renters a right to occupy a unit that is clean, safe, sanitary, and code-compliant from the outset of their tenancy. If a unit fails to meet those habitability standards, tenants may have grounds to raise the violation with village code enforcement or as a defense in relevant legal proceedings. Tenants who believe occupancy limits are being misapplied or that habitability conditions are not being met can contact the Village of North Riverside directly or reach out to a local tenant-rights organization for general guidance on available options.
