Plain English

Section 19-186 of Northbrook's Ch. 19 Art. VII establishes the core vocabulary used throughout the Affordable Housing Trust Fund article. Key terms include 'affordable housing,' defined as housing where monthly costs do not exceed roughly 31 percent of a household's gross income, and 'eligible households,' defined as those earning less than 120 percent of the area median income for the Chicago-Naperville-Elgin metropolitan area. For Property Managers

For property owners and developers operating under Northbrook Ch. 19 Art. VII, § 19-186 sets the foundational definitions that govern how affordable housing obligations and trust fund interactions are interpreted. Developers who cannot or choose not to provide affordable units directly should be aware that the 'affordable housing payment-in-lieu' definition establishes cash payments as a recognized alternative under the Zoning Code standards. Operators who participate in trust fund projects as grant recipients are subject to the eligibility and activity requirements cross-referenced in § 19-187.

For Tenants

Section 19-186 of Northbrook's Affordable Housing Trust Fund article defines 'eligible households' as those with annual incomes below 120 percent of the area median income for the Chicago-Naperville-Elgin region, which determines who may qualify for trust fund assistance. Tenants who believe they meet this income threshold may explore whether they qualify as eligible applicants for housing trust fund awards, as further detailed in § 19-187. Tenant-rights organizations or local housing agencies can help individuals understand how these definitions apply to their circumstances and what application processes may be available.
