Rolling Meadows — Ch. 18 Art. XI Rental Dwellings § 18-417
License fee
Operative Text
(a) [Payment due at time of application.] No operating license required by this division shall be issued or renewed unless the completed application form is accompanied by payment of an annual license fee. The annual fee for operating licenses for rental dwellings shall be in accordance with the schedule of fees as adopted by the city council from time to time and found in appendix B of this Code. (b) Late fee. Any person failing to properly renew their license by May 31 of each year shall be assessed a 100-percent late fee. (c) Reinspection fee. Where reinspections are required to determine compliance with the related codes, a reinspection fee shall be paid as provided in the schedule of fees as adopted by the city council from time to time and found in Appendix B of this Code.
Rolling Meadows Ch. 18 Art. XI § 18-417 establishes the fee structure for rental dwelling operating licenses in the city. License fees must accompany the completed application at the time of submission, and the specific amounts are set by the city council in Appendix B of the City Code. Operators who miss the May 31 annual renewal deadline face a late fee equal to 100 percent of the original license fee, and properties requiring follow-up inspections for code compliance are subject to additional reinspection fees also listed in Appendix B.
Plain English — not legal advice.
Under Rolling Meadows § 18-417, compliant rental property operators submit their full license fee payment alongside their completed application and ensure renewals are processed no later than May 31 each year to avoid the 100-percent late fee. Operators generally consult Appendix B of the City Code to confirm the current fee schedule, since the city council may update those amounts periodically. When a property requires a reinspection to verify code compliance, operators should anticipate and budget for the additional reinspection fee also found in Appendix B.

Rolling Meadows § 18-417 requires landlords to maintain a properly paid and current operating license for rental dwellings, which is part of the city's broader framework for ensuring rental housing meets applicable standards. Tenants who believe their landlord may be operating without a valid license can contact the city to inquire about license status, since unlicensed operation may constitute a code violation. Tenant-rights organizations familiar with Rolling Meadows regulations can help residents understand how licensing requirements connect to habitability protections and what options may be available when a landlord is out of compliance.
