Rolling Meadows — Ch. 18 Art. XI Rental Dwellings § 18-420
Display; change in ownership
Operative Text
(a) Each license issued pursuant to this division shall be displayed in a conspicuous place within the common ways of the rental dwelling. (b) Every person holding an operating license shall give notice in writing to the community development director within five days after having transferred or otherwise disposed of the legal control of any licensed rental dwelling. Such notice shall include the name and address of the person succeeding to the ownership or control of such rental dwelling. (c) The fee for transferring a rental dwelling license shall be as provided in the schedule of fees as adopted by the city council from time to time and found in Appendix B of this Code.
Rolling Meadows § 18-420 establishes two ongoing obligations tied to rental dwelling licenses. First, the license must be posted in a visible, common area of the rental property at all times. Second, when ownership or legal control of a licensed rental dwelling changes hands, the outgoing license holder must notify the Community Development Director in writing within five days, providing the name and address of the new owner or controller. A transfer fee, set by the city council and listed in Appendix B of the City Code, also applies when a license is reassigned.
Plain English — not legal advice.
Under § 18-420, compliant rental property operators keep their license posted in a conspicuous spot within the building's common areas—such as a lobby or hallway—so it is readily visible. When a property is sold or legal control is otherwise transferred, the current license holder provides written notice to the Community Development Director within five days of that transfer, including the incoming owner's or controller's full name and address. Operators also budget for the license transfer fee, which is set by the city council and referenced in Appendix B of the Rolling Meadows City Code.

Section 18-420 gives tenants a straightforward way to verify their building's compliance: the rental dwelling license is required to be posted in a common area of the property. If the license is not visibly displayed, or if tenants become aware that ownership changed without the required written notice being filed with the Community Development Director, those concerns can be raised with the Rolling Meadows Community Development Department. Tenant-rights organizations familiar with Rolling Meadows municipal code can help residents understand what options may be available when a property appears out of compliance with § 18-420.
