Plain English

Section 15.60.020 of Round Lake's Residential Rental Property Registration and Inspection chapter establishes the key definitions that govern how the rest of Chapter 15.60 is applied. Terms such as 'Dwelling Unit,' 'Residential Rental Property,' 'Agent or Representative,' 'Multi-Family Building Common Areas,' and 'Short-Term Rental or Vacation Rental' are each given specific meanings that determine which properties and parties fall under the chapter's requirements. Where a term is not defined here, its meaning may be drawn from the property maintenance code in Chapter 15.28 of the Village Code. Notably, short-term rentals of fewer than 30 consecutive days—including Airbnb-style arrangements—are treated as a distinct category, while certain properties such as those rented exclusively to family members are excluded from the definition of 'Residential Rental Property.'

For Property Managers

Property owners and managers operating in Round Lake should familiarize themselves with the definitions set out in § 15.60.020, as these terms determine whether a given property or arrangement is subject to the registration and inspection requirements of Chapter 15.60. Operators of short-term or vacation rentals—including those listed on platforms like Airbnb—should pay particular attention to the 30-consecutive-day threshold that distinguishes short-term rentals from standard residential rental properties. Compliant operators typically ensure that any agent or representative acting on their behalf is clearly authorized to rent, manage, and make expenditures, consistent with the 'Agent or Representative' definition in this section.

For Tenants

Tenants living in Round Lake rental housing benefit from understanding the definitions in § 15.60.020, which establish which types of properties and arrangements are covered by the village's residential rental registration and inspection framework. For example, the definition of 'Multi-Family Building Common Areas' makes clear that shared spaces such as lobbies, laundry facilities, and stairways are part of the regulated property, not just individual units. Tenants who believe their housing situation may fall under Chapter 15.60 and have concerns about compliance can consult the Village of Round Lake directly or reach out to a local tenant-rights organization for general guidance on how these definitions apply.
