Plain English

Under Round Lake Ch. 15.60.100, a certificate of compliance issued to a residential rental property can be revoked if the building official—or an authorized designee—finds that a property owner has failed to comply with a notice of violation issued under village ordinances. This provision gives the village a formal enforcement mechanism beyond simply issuing notices. The revocation power applies when noncompliance with an existing violation notice is discovered, not merely when a violation first occurs.

For Property Managers

Round Lake Ch. 15.60.100 means that operators of residential rental properties who receive a notice of violation must take the corrective steps outlined in that notice to avoid losing their certificate of compliance. Compliant operators typically document all remediation work, communicate with the building official or designee, and confirm that violations have been resolved before any revocation proceeding is initiated. Maintaining an active certificate of compliance is generally essential to lawfully operating a registered rental property in the village.

For Tenants

Round Lake Ch. 15.60.100 establishes that a landlord's certificate of compliance can be revoked when the building official finds the landlord has not addressed a notice of violation—a protection that may be relevant to tenants living in properties with unresolved code issues. Tenants who believe their landlord has ignored a violation notice may consider contacting the Round Lake building department to inquire about the status of any outstanding notices. Tenant-rights organizations familiar with Illinois municipal code enforcement can also help tenants understand what options may be available when a property's compliance status is in question.
