Skokie — Ch. 22 Art. XIV Rental Unit Registration § 22-505
Owner occupied exemption
Operative Text
A. Any Residential Rental Unit which is Owner occupied as the Owner's primary residence is exempted from the requirements of registration. B. All Owners must comply with and nothing in this Act shall be construed to negate or alter the provisions of the Skokie Fair Housing Act ( Chapter 58 , Article II, of the Skokie Village Code). However, no portion of this section shall curb the rights of an Owner as described in Section 58-37 of the Skokie Village Code.
Under Skokie Ch. 22 Art. XIV § 22-505, a residential rental unit is exempt from the village's rental registration requirements when the owner lives in that same property as their primary residence. The exemption does not, however, release anyone from obligations under the Skokie Fair Housing Act (Chapter 58, Article II), which continues to apply in full. At the same time, the provision preserves whatever rights owners hold under Section 58-37 of the Skokie Village Code, so those rights are not diminished by the registration framework.
Plain English — not legal advice.
Under § 22-505, owner-occupants who use the rental property as their primary residence are generally not required to register the unit with the village under Ch. 22 Art. XIV. Even so, compliant operators continue to observe all requirements of the Skokie Fair Housing Act (Chapter 58, Article II), since the registration exemption does not waive those obligations. Owners who believe they qualify for the owner-occupancy exemption typically document their primary-residence status and remain aware that their rights under Section 58-37 of the Skokie Village Code are expressly preserved.

Section 22-505 means that a landlord who lives in the same building as their primary residence may not be required to register the unit under Skokie's rental registration program, but that landlord is still bound by the Skokie Fair Housing Act (Chapter 58, Article II). Tenants who believe a fair-housing protection has been violated can look to Chapter 58, Article II of the Skokie Village Code for the applicable rights and complaint processes. Local tenant-rights organizations or the village's relevant administrative office can help tenants understand how § 22-505's exemption interacts with their broader protections.
