Skokie — Ch. 22 Art. XIV Rental Unit Registration § 22-508
Compliance and certification
Operative Text
A. Every Residential Rental Unit shall be owned, operated and maintained in full compliance with all applicable ordinances, codes and regulations. B. An Owner that continues to meet the following standards shall be designated by the Village as a Certified Owner, may advertise as a Certified Landlord, and will receive annual proof of Certification from the Village: a. All Residential Rental property has been inspected by the Property Standards Division and is in substantial compliance as of the most recent inspection. b. Owner agrees to allow Property Standards Division, in addition to its regular inspections, to confirm that each Residential Rental Unit is equipped with working smoke and CO detectors, and GFI outlets where required. c. Owner or Operator has successfully completed the Village Seminar. d. Owner agrees to submit all Residential Rental property to a security audit performed by the Neighborhood Standards Officer and is in substantial compliance as of the most recent audit. e. Owner or Operator has contact information posted in compliance with Sec. 22-512 . Any use of the "Certified" designation for any purpose shall make clear that it is the Owner/Landlord that is Certified, rather than any individual building or Dwelling. C. Improper use of this designation shall be subject to fine.
Skokie's Ch. 22 Art. XIV § 22-508 establishes two related requirements for residential rental properties. First, every rental unit must be kept in full compliance with all applicable local ordinances, codes, and regulations at all times. Second, the Village offers a voluntary 'Certified Owner' designation to landlords who meet a set of ongoing standards—including passing inspections, completing a Village Seminar, undergoing a security audit, and maintaining proper contact postings—with the important caveat that the certification applies to the owner, not to any individual building or dwelling. Misusing the 'Certified' label is subject to a fine.
Plain English — not legal advice.
Under § 22-508, compliant operators in Skokie maintain their rental properties in continuous conformance with all applicable codes and ordinances. Those who wish to carry the 'Certified Owner' designation generally keep their properties in substantial compliance with Property Standards Division inspections, ensure smoke detectors, CO detectors, and GFI outlets are functional and accessible for confirmation visits, complete the Village Seminar, submit to security audits by the Neighborhood Standards Officer, and post contact information as required by Sec. 22-512. When advertising the certification, operators take care to make clear that it is the owner—not a specific building or unit—that holds the designation, since improper use of the label carries a fine under this section.

Section 22-508 of Skokie's rental registration ordinance means that every residential rental unit is legally required to be owned, operated, and maintained in compliance with all applicable local codes—regardless of whether the landlord holds a 'Certified Owner' designation. Tenants can note that the 'Certified' label, if a landlord uses it, refers only to the owner and not to the condition or certification of any particular building or dwelling unit. Tenants who believe their unit is not being maintained in compliance with local codes may consider contacting the Village's Property Standards Division, reaching out to a local tenant-rights organization, or exploring other general enforcement paths available under Skokie's municipal framework.
