Plain English

Section 22-514 of Skokie's Rental Unit Registration ordinance establishes maximum occupancy limits for residential rental units based on the number of bedrooms, ranging from 2 persons in a studio up to 12 persons in a 6-bedroom unit. Owners or operators may apply for additional occupancy allowances in bedrooms exceeding 100 square feet, gaining one extra permitted occupant for every additional 50 square feet of floor area. Where this section conflicts with Section 22-183 of the Skokie Village Code, the more restrictive rule governs, and the Property Standards Division of the Community Development Department has final authority over what qualifies as a bedroom.

For Property Managers

Under § 22-514, compliant property owners and operators track household occupancy against the bedroom-based maximums set out in the provision and do not permit those limits to be exceeded. Operators who believe a large bedroom qualifies for an additional occupancy allowance may submit a request to the Property Standards Division of the Community Development Department, which holds binding authority over bedroom determinations. Operators also maintain compliance with Section 22-183 of the Skokie Village Code simultaneously, applying whichever standard is more restrictive when the two provisions conflict.

For Tenants

Section 22-514 gives tenants a clear framework for understanding the maximum number of people permitted to occupy their unit based on bedroom count, and establishes that any bedroom classification disputes are resolved by the Property Standards Division of the Community Development Department. If a tenant believes an owner or operator is misapplying occupancy limits—or is using occupancy rules in a discriminatory or retaliatory manner—they may consider contacting the Community Development Department or a local tenant-rights organization for guidance. Tenants should also be aware that Section 22-183 of the Skokie Village Code may interact with § 22-514, and the more protective standard applies in cases of conflict.
