Skokie — Ch. 22 Art. XIV Rental Unit Registration § 22-518
Implementation
Operative Text
A. Inspections of Residential Rental Units by the Property Standards Division of the Community Development Department and the Neighborhood Standards Officer shall be prioritized based on Nuisance Intervention and Prevention Committee findings, code violations, location, timing of last inspection, complaints and other conditions that warrant an increased level of review and intervention. B. Each registration shall be an annual registration, the term of which shall commence on May 1 of a given year and shall terminate on the following April 30.
Section 22-518 of Skokie's Rental Unit Registration ordinance establishes how the village implements its residential rental inspection and registration program. Inspections conducted by the Property Standards Division and Neighborhood Standards Officers are not random; they are prioritized using a set of criteria including nuisance findings, code violations, complaint history, location, and how recently a unit was last inspected. Additionally, every rental unit registration operates on a fixed annual cycle, running from May 1 through April 30 of the following year.
Plain English — not legal advice.
Under § 22-518, rental property operators in Skokie should be aware that their properties may be selected for inspection based on factors such as prior code violations, complaints received, or the time elapsed since the last inspection — not solely on a rotating schedule. Maintaining properties in continuous code compliance and promptly addressing any reported issues can be relevant to how a property is prioritized for review. Registration must be renewed on the annual cycle established by § 22-518, with each term beginning May 1 and ending April 30, so operators generally track that deadline to keep their registration current.

Section 22-518 establishes that inspections of rental units in Skokie are prioritized in part based on complaints, meaning that documented concerns about a rental property's condition can factor into when and whether the Property Standards Division schedules a review. Tenants who believe their unit has code or habitability issues may find it useful to understand that filing a complaint with the village is one path that can influence inspection prioritization under this provision. Local tenant-rights organizations can provide general information about how to document conditions and what options may be available when a rental property appears to fall short of village standards.
