Said corrections shall be evidenced by an inspection report and certificate, or partial certificate, which shall be presented by the developer to the Purchaser prior to or at closing. (6) The Purchaser has the right to rescind any sale not in substantial compliance with this Section or to seek damages therefore. All of the above provisions must be satisfied prior to closing. Stickney Ch. 19 § 19-13 requires that every condominium sales contract within the Village of Stickney include a specially worded rider, printed in bold, that both the seller and purchaser must sign separately. The rider summarizes key buyer-protection provisions of the village's Condominium and Condominium Conversion Ordinance, including disclosure requirements, occupancy limits, warranty filing, code-violation corrections, and the purchaser's right to rescind or seek damages if the section is not substantially followed. All of the listed conditions must be satisfied before a closing can take place.
Plain English — not legal advice.
Under Stickney Ch. 19 § 19-13, sellers and developers of condominium units in the Village of Stickney are generally expected to prepare the required rider, ensure it is printed in bold, and obtain separate signatures from both parties on that rider before closing. Compliant operators typically also file the property report and warranty with the Building Department at least 30 days before closing, correct any outstanding code violations within that same window, and present the resulting inspection report or certificate to the purchaser at or before closing. Keeping organized records of each filing, affidavit, and inspection certificate helps demonstrate that all conditions required by § 19-13 have been met.

Stickney Ch. 19 § 19-13 gives purchasers of condominium units specific protections, including the right to receive a bold-print rider that must be separately signed, access to a property report on file with the Building Department, and confirmation that code violations have been corrected before closing. Importantly, the provision expressly states that a purchaser has the right to rescind any sale not in substantial compliance with § 19-13, or to seek damages as an alternative remedy. Purchasers who believe these requirements were not met may wish to contact the Village of Stickney's Building Supervisor at the number listed in the rider, consult a tenant- or consumer-rights organization, or explore the rescission and damages options the ordinance provides.
