Third Lake — Art. VI Landlord Registration § 10-185

Plain English

Third Lake's Art. VI Landlord Registration § 10-185 establishes that the rules in Article VI layer on top of the general licensing and operational requirements found in Articles II and III of the same chapter. When any requirement in Article VI directly conflicts with a requirement in Articles II or III, the Article VI provision takes precedence and controls. This creates a clear hierarchy within the chapter so that landlord-registration-specific rules are not undermined by more general provisions.

For Property Managers

Under § 10-185, operators subject to Article VI must satisfy both the Article VI landlord-registration requirements and the baseline licensing and operational standards set out in Articles II and III, unless those earlier articles conflict with Article VI. Compliant operators generally review all three articles together to identify any overlapping obligations and apply the Article VI rule wherever a direct conflict arises. Keeping documentation of compliance with each article separately can help demonstrate that all applicable layers of Third Lake's chapter have been addressed.

For Tenants

Section 10-185 means that tenants can look to Article VI's landlord-registration rules as the governing standard whenever those rules differ from the general provisions in Articles II or III. If a landlord appears to be relying on a more permissive rule in Articles II or III that conflicts with Article VI, the Article VI requirement is the one that applies. Tenants who believe a landlord is not meeting the correct standard may consider raising the Article VI hierarchy as a point of inquiry with local municipal authorities or a tenant-rights organization familiar with Third Lake's code.
