Wilmette's Ch. 8 Art. II § 8-41 defines which construction projects must follow the village's Affordable Housing Consultation Procedures. The rule covers newly built or substantially renovated multifamily dwellings and mixed-use commercial buildings with two or more residential units in specified commercial zoning districts, where the renovation valuation exceeds 50 percent of the building's pre-renovation value. Projects that already include 15 percent or more affordable housing units are exempt from these requirements entirely.

For Property Managers

Under Wilmette Ch. 8 Art. II § 8-41, operators planning multifamily or qualifying mixed-use projects should determine early in the design phase whether their project's permit valuation crosses the 50-percent-of-existing-value threshold, and whether the site falls within a Village Center, Neighborhood Retail, GC-1, or GC-2 zoning district. Compliant developers typically document the building's pre-renovation value and the proposed permit valuation to assess applicability before submitting for permits. Developers who incorporate at least 15 percent affordable housing units into a project as proposed can document that inclusion to establish the exemption under this section.

For Tenants

Wilmette Ch. 8 Art. II § 8-41 establishes the scope of the village's affordable housing consultation process, which can affect the availability of affordable units in new and substantially renovated residential buildings. Tenants and prospective residents interested in affordable housing opportunities in Wilmette may find it useful to track permit applications for qualifying multifamily or mixed-use projects in the designated commercial zones. Tenant-rights organizations and the Village of Wilmette's community development office can be resources for understanding how this applicability provision connects to broader affordable housing protections in the area.
