A. The Commission shall elect a Chairperson from among its members. The Chairperson shall be elected at the first meeting each year. The Commission members shall make an attempt to rotate the election of a Chairperson each year thereafter. B. Six members shall constitute a quorum for the purpose of conducting the business of the Commission and all decisions shall be by majority vote of the Commission members present and voting. C. The Commission shall adopt rules and regulations consistent with this chapter and the laws of the Commonwealth to carry out the policy and provisions of this chapter and the powers and duties of the Commission in connection therewith. The rules shall insure the due process rights of all persons involved in investigations and hearings. D. All records of the Commission shall be public except as provided by State law. E. Members of the Commission shall serve without compensation but reasonable per diem and necessary expense reimbursement shall be paid out of the budget of the Commission. F. The Commissioners shall be classified as special municipal employees for the purposes of Chapter 268A of the Massachusetts General Laws.
