A. A serious public emergency exists in the City with respect to residential premises which are in violation of the State Sanitary Code, causing many citizens to live in unsafe conditions. The legal remedies available to the Inspectional Services Department in enforcing this code, as well as other applicable State laws and regulations, are insufficient to encourage timely repair of rental properties. Owners often avoid repairing substandard properties, thereby endangering the lives, safety and property of tenants, and severely limiting the ability of many people to remain in their homes safely. B. In order to provide the Inspectional Services Department with the remedies necessary to effectively carry out its mandate under State law, to guarantee tenants of the City housing which complies with the State Sanitary Code and other applicable laws and regulations, and to encourage owners to maintain the buildings they own in compliance with this code, laws and regulations, the Cambridge City Council, in the exercise of its powers under Section 6 of the Home Rule Amendment, enacts the ordinance codified in this chapter under which administrative citations are issued to owners who violate the State Sanitary Code.
