Lawrence Code of Ordinances ch. 15.12 § 15.12.030
Exclusions
Operative Text
The provisions of this chapter shall not apply to any dwelling which: A. Is located on a campground or site and is being operated with the written approval of the board of health; or B. Is otherwise required to conform with standards of fitness for human habitation elsewhere existing in this code; or C. Is used exclusively as a civil defense shelter.
Lawrence Code of Ordinances ch. 15.12 § 15.12.030 carves out three categories of dwellings from the housing standards chapter's coverage: dwellings on board-of-health-approved campgrounds or sites, dwellings already subject to separate fitness-for-habitation standards elsewhere in the city code, and dwellings used solely as civil defense shelters. For these properties, the requirements of chapter 15.12 simply do not apply. The exclusion is narrow — a dwelling must clearly fall into one of these three categories to be outside the chapter's reach.

Property owners and managers operating under Lawrence Code of Ordinances ch. 15.12 § 15.12.030 should be aware that most residential rental properties will not qualify for any of these three exclusions. Operators of campground-based dwellings generally maintain written board-of-health approval to document their exempt status. Those who believe a property may fall under the separate-code-standards exclusion typically verify which specific code provisions govern that property and keep records confirming that overlap.

Lawrence Code of Ordinances ch. 15.12 § 15.12.030 defines the limited circumstances under which a dwelling falls outside the protections of chapter 15.12 entirely. Tenants who believe their housing is being incorrectly classified as exempt — for example, as a campground dwelling or civil defense shelter — may raise that classification as a relevant issue when pursuing a complaint or housing inspection request with the appropriate local authority. Tenant-rights organizations in Lawrence can help residents understand whether an exclusion legitimately applies to their living situation.
