Lawrence Code of Ordinances ch. 15.12 § 15.12.200 establishes dual responsibilities for the plumbing, mechanical, and electrical systems in residential dwellings. Required fixtures — including kitchen sinks, wash basins, showers, bathtubs, and toilets — must be properly connected to both the water distribution and sanitary drainage systems in line with accepted plumbing standards. The property owner bears responsibility for installing and keeping all such fixtures, pipes, vents, wiring, and heating equipment free from leaks, obstructions, and defects, while occupants are responsible for keeping toilets, basins, sinks, showers, and bathtubs in a clean and sanitary condition.

For Property Managers

Under Lawrence Code of Ordinances ch. 15.12 § 15.12.200, compliant property owners ensure that every required kitchen sink, wash basin, shower or bathtub, and toilet is connected to both the water distribution and sanitary drainage systems according to accepted plumbing standards. Operators generally conduct routine inspections to identify and promptly repair leaks, obstructions, or defects in sinks, toilets, water-heating facilities, gas and oil-burning equipment, electrical fixtures, wiring, and ventilation systems. Maintaining documentation of installation work, inspections, and repairs is a practice commonly associated with demonstrating ongoing compliance with this provision.

For Tenants

If fixtures are not functioning properly or show signs of disrepair, tenants may consider documenting the conditions in writing and notifying the landlord, or filing a complaint with the City of Lawrence's code enforcement or housing inspection office.
